I took a course he taught a decade ago about public policy and he was still as sharp as a whip. A small group of us formed quickly and we always arrived super early to get front row seats. The infrastructure bill isn't even in solid form yet, and they're already talking about the next bill spending bill after that... If they are not reducing this enough for this to be impossible, they are not really reducing it to "non-addictive" levels. And as much as I personally hate smoking, I think this may not be a very good idea. There were certainly be a huge organized crime market for smuggling in nicotine-laden items. It seems very odd that we would be going that far in criminalizing tobacco at the same time the nation is moving toward decriminalizing marijuana.
