Why did Blackfish after the Red wedding not rally the Riverlands houses not affected by Red wedding in terms of hostages and make himself lord protector and regent of Riverlands against Freys/Lannisters

Who was left to rally? And how could they hold off the armies of the Reach?

He wouldn't get much support. His side lost and their rebellion failed. The red wedding is not enough cause to start another rebellion.  The Starks and the Tullys are not worth it.

Yep. They knew the war was lost.

Also, the Freys took a bunch of hostages from many houses, which make them hard to rebel. See, how Black Walder subdued Seagard.

The Blackfish saw that and understood that Edmure was dead no matter what, so the Freys and Lannisters had no leverage and he could hold Riverrun for a very long time. As long as he was there the rebellion was not done. With Stannis in the North and still holding Dragonstone and Storm's End, it might have been even possible to look for an alliance.

Robb's army was lost at the Twins. This included not just Umbers, Hornwoods, Dustins, Rhyswells, etc., but Bracken, Blackwood, Mallister, Vance, et al. There is no one to rally.

Most of the rivermen did not go to the Twins.

As @rotting sea cow mentioned, the Freys holding hostages like Marq Piper and Patrek Mallister helps prevent further resistance.

-The Riverlands have been devastated by the war.

-They were already fragmented power wise by Edmure allowing them to go home & weak Tully rule.

-Primary loyalist (to Robb) lords and their forces have been captured, crippled, killed, or scattered.

-The most powerful single Riverlands house (Frey) has joined the opposing faction. Of which:

-Has them surrounded, massively outnumbered, outsupplied, and out financed.

With what army?  Everyone not affected by the Red Wedding went back home.  They are back in the towns, villages, and farms, and aren't going to be reconstituted into anything resembling an army.  Some of them might join or help the BwB, which also seems to be what the Blackfish is likely to do as well.  Fighting covertly with an insurgency seems more likely to be at least somewhat successful, than setting up an obvious army.
