There's definitely a big difference between a pick that looks like a no-brainer and turns out to be a bust and a guy who was overdrafted and sucked. Reagor going over Justin Jefferson was a dumb pick at the time and it looks even dumber in hindsight. Ryan Leaf, as you said, was in the conversation to go number one that year. Different scenarios.
