Does he go to an inn/winesink to have a drink? Does he hang out with his mates? What do they all do for fun? Does he get paid for his work? What does he spend his salary on? I think he has to make himself available whenever and where ever the king needs entertainment. The books failed to mention the jester's quarters attached to the king's rooms. In fact this is one reason he couldn't have slept around with Cersei, he has absolutely no free time. It's eat, sleep and entertain. The little man is overworked, underpaid, and under appreciated. A guy like that will turn to the bottle for comfort and hire the occasional lady for a fun tumble.
