It might be effectively rolled back, but only as part of a larger rearrangement when spare funds are found (and assuming these fees can win out over other possible uses for those funds). One of the demonstrators got his head cracked so badly by a police truncheon that he suffered cerebral bleeding. Camilla, on the other hand, got a fright when someone broke her car window.
