If there's a shipboard outbreak, you can't keep it operationally viable. You can speed up getting back to operationally viable by getting the crew safe ASAP. But if you want both you will fail. If you prioritize keeping the carrier operational, you will fail. ETA: The US might have the capacity to totally swap out crews to get things back going faster, but I doubt it. Again, there is no reasonable way to take a 20% drop in personnel and make it operationally viable, and there is no way to keep the ship actually clean.
