Alex13
The Greyjoy rebellion took place in 289 AC and Robert was crowned in 283 AC. Not to mention, that Joffrey, Robert's son and heir was born in 286 AC. How come Balon waited so long, considering that before Joffrey was born, Robert's line was not secure. And Robert's reign and hold on the Iron Throne was also not secure, as Robert winning the Greyjoy Rebellion lead to his rule being secure.
Canon Claude
The Iron Fleet presumably took time to build. Especially given that Quellon’s failed attack on the Reach, not to mention that the Ironborn would have to pay the gold price for wood.
Takiedevushkikakzvezdy
Because Theon needed to be the right age at the start of AGoT.
WolfgangII
I don't think Balon really care about who sat on the Iron Throne. I think he rebelled because he wanted/needed to sack the west coast at that time, at use the pretext of "I didn't bend the knee to a Baratheon" when it was time to save face. Rondo
Balon was taking measure of Robert. The years following his coronation saw the kingdom slowly going into bankruptcy and corruption. Perfect time for a rebellion.
Loose Bolt
Policy of his father was to "Make trade not war" so there should have many people in Iron Islands who did not like an idea about starting rebellion against Iron Throne. So Balon needed time to secure his rule and get rid of anyone who would have disagreed with him.
frenin
He needed strength and he needed time to wait and try and predict how the response of the mainland would be.
Terrorthatflapsinthenight9
The creation and formation of the Iron Fleet couldn't have been done in just one or a few years, the Ironborn had lots of ships and experience sailing but not heavy ships with at least a hundred men and siege weapons on them before. The Iron Islands have an amazing ability to squander every possible advantage they have as well as badly underestimate everyone else while nursing their undeserved sense of superiority. If you know anything about Medieval economics, the fact that they somehow are a vast fleet and impoverished shows how stupid they have to be (avoiding trade versus banditry). It's a hereditary trait too because if Theon had just grabbed Bran and Rickon then skedaddled, he'd have had Robb by the balls as well as potentially a position to negotiate with the Joffrey administration. Aside from Quellon, and ironically Euron, all of the modern Greyjoys and most of the Ironborn are just retarded. Even Asha, who's the wisest of the bunch, has totally delusional plans and ideas. Though I guess it's what happens when you drown them at birth. That experience can't let people brains unscathed.

Nathan Stark
Balon's a bully with no brains. That's why he chose to start a war he couldn't win. He thought he could, and was spectacularly wrong about it. Stupid people like Balon typically flatter themselves that actually they are really smart and then spend all their time blaming others for their own screwups. That's Balon Greyjoy for ya. sifth
Did Balon do any real fighting in either of his rebellions. It’s rather amazing this guy could convince others to commit treason with him, twice.
Foot_Of_The_King
The 7 Kingdoms were falling apart because of the “four way civil war”. He really picked the best time to make his move. His overall strategy was terrible though.

I'm guessing Balon didn't think that the Seven Kingdoms were stable. But, in fact, his rebellion helped stabilize it by giving them a common enemy. She made the very same mistake of Theon, Theon is just unlucky that he got Ramsey.
